I would be surprised if there were NOT some rule against it. West Bay is not the most private beach, but being at times packed with Europeans, one would see some toplessness if it were permitted. And I've never seen it.

If you're merely curious and just want to take full advantage of the sunshine, or you're a serious naturist, you'll be happy to find that there are a number of Central America nude beaches spread throughout the region. Before you go to a nude beach, make sure to lather up in sunscreen — especially in those areas that may not get much sun.
After reading different forums and reports, I had some concern whether Paya Bay was very nudist friendly. I can unequivocally report that it is. We spent two weeks there recently in May, and I was nude the entire time, except for a small wrap in the restaurant.
You may eat in the buff at the buffet, coffee shop, or any other self-serve locations and when the ship is docked in port you need to be dressed unless an announcement is made that specifies otherwise. However, you will need to dress on the ferry that takes you from the ship to the island. This is a bare island beach day and you may be bare everywhere.
A pleasant pool with an ocean view, direct access to their own beach just a few steps from your hotel, and friendly staff at the hotel. They run their own dive operation, and because of their remote location on the North Side of the Island, they have access to unique dive spots that are just too far away for the other dive shops and resorts to visit. This means that you get to explore the reefs almost on your own!
I know there's a hotel that offers "naturist" living and topless bathing on its beach, but I'm looking for a fully nude beach. My wife and I and another couple went to Paya Bay in It was one of the best place we have very been 5 cruises!!
